Boundary fence access

Am erecting a replacement boundary fence & wish to retain emergency gate, there since  fence erected 50 yrs ago.  Adjoinging owner won't allow its inclusion  in new fence .  If something happens on my property &  am unable to leave by my access then I am completely fenced in - no exit/ access for emergency vehicles . I am elderly, widowed, live alone.  Neighbour says  cut the fence if necessary  - what if I am having a heart attack, life threatening accident with self or grandchild ?  Do I have a legal right to have the gate included in the new boundary seeing it was in the old?
