Can I operate my business while waiting for an outcome from VCAT?

Hello,

The opening of my small business has been delayed significantly due to a couple of neighbours objecting.
We have had 'pre' approval from the council but the neighbours now want to take us to VCAT so the council cannot officially give us our permit.

What are the implications of operating between now and an answer from VCAT?
