Can police ask you to 'move on' from a public space?

Can police ask you to 'move on'? I was in a public space hanging out with friends (we are all 17 - 19) and the police made us leave. Because it was in public one of my friends argued with him, and the police fined him for abusive language. This doesn't seem right to make us move. Is it?
