Domestic violence and rights of the complainant

A male person who is allowed to hold a position as a police liaison who was not convicted, yet the DV was recorded without conviction, the victim was not granted restitution, the evidence still exists and he is still in this position. The police liaison also was violent in the marriage and with his children. Is there anything I could do to protest the decision for the partner to not hold this position of power in court as this cycle was ongoing for many years and the male says he's changed as he is a pastor of his fathers church and he only had to be a member of the church for 3 months. It's so not right of the justice system.
