Power of attorney

My mother has Alzheimer's and I want her to sign a guardianship document which means I can have control when she no longer can control things. She won't sign it because she hasn't come to terms with her diagnosis. Can I compel her to sign? What happens if she doesn't? do I get automatic rights? I am her only family.
